Meet Our Team

Matthew Perry (CEO)

Matthew Perry is an adept professional in strategic planning and operations oversight, with a proven track record of driving significant growth and enhancing operational efficiency. His extensive background in law enforcement and corrections has honed his skills in decision-making and relationship building, making him a strong leader and team player. From 2017 to 2024, Matthew served as the Director of Operations at ERS in Cherry Hill, NJ, where he oversaw daily operations, developed strategic plans, and expanded the company into new markets.

Prior to his role at ERS, Matthew spent 20 years as a Police Officer at Rowan University in Glassboro, NJ. His responsibilities included managing public safety, conducting investigations, and training new officers. Matthew’s career began as a Corrections Officer at the Camden County Department of Corrections, where he enhanced facility safety and supervised inmate activities. He holds a Bachelor of Criminal Justice and Science from Rutgers University.

Tyler G. Foss

Tyler G. Foss is a dedicated and highly skilled security and logistics professional, bringing a wealth of experience and leadership to Stars and Stripes. Tyler has spent the last 5 years developing his craft as Deputy Director of a small security firm, tackling security challenges and creating logistic packages for the DoD as part of larger asset transfers. He has a proven track record in providing secure asset transportation and executive-level security.

Tyler’s military background as a 1st Lieutenant in the NJ Army National Guard further highlights his expertise. Starting his career in December 2012, he currently serves as an Infantry Platoon Leader, recently deployed in support of Operation Inherent Resolve. Tyler holds a Bachelor of Arts in History from Rutgers University and is a proud Sigma Chi alumnus. His commitment to excellence is reflected in his numerous awards, including the Bronze Star, four Army Achievement Medals, and the NJ Governor’s Challenge Coin for exemplary service.

Oleg Broshchan

Oleg Broshchan brings a diverse background in security and logistics to Stars and Stripes Secure Cargo. With a strong foundation in law enforcement and extensive experience in managing complex operations, Oleg excels in developing and implementing effective security strategies. His ability to lead teams and coordinate large-scale projects ensures that all client needs are met with the highest standards of professionalism and efficiency.

Oleg’s career includes significant roles in both the public and private sectors, where he has consistently demonstrated his commitment to safety and operational excellence. He is known for his strategic planning skills and his dedication to building strong relationships with clients and team members alike. Oleg holds a degree in Criminal Justice and has received numerous commendations for his service and leadership.

Ricardo Mong

Ricardo Mong is a seasoned professional with over 14 years of experience in the Department of Defense’s supply chain, logistics, and operations field. He has a track record of implementing innovative ideas and programs that drive successful teams, improve profitability, and ensure cost-effective service. During his time in the Middle East, Ricardo served as a soldier and defense contractor, working on high-level government contracts as a project manager, consultant, and liaison. In Kabul, he served as second in command of the largest international foreign military sales depot in the world, overseeing the transfer of over $100 million in sustainment material to the Afghan Army and Afghan Police.

After his deployment, Ricardo relocated to Miami, FL, and worked with USSOUTHERNCOMMAND to support the Marine Corps’ logistics efforts in Central America, South America, and the Caribbean. He revamped the Marine Corps’ ammunition and explosives supply chain, establishing partnerships with commercial logistics carriers and achieving a cost savings of over $1 million per year. In 2020, Ricardo founded Archangel Group, where he currently serves as CEO, helping clients win contracts ranging from $500k to $30 million dollars in value.
